An eight-person group includes professionals in architecture, design and hospitality.
The group has this year met three times to discuss the building's future following a fire which tore through the property last August.
Council's property and business development manager David Antcliff said input from the wider community would also play a vital role in determining the path ahead.
The local community had been encouraged to share their experiences and memories of Awaba House online during an initial feedback window that closed on February 29.
That feedback was part of the first phase of consultation, he said.
"We want to hear what people would like to see the site used for in the future.
"Along with the work being done by the community reference group and relevant planning and heritage experts, the community's feedback, ideas and stories will inform the development of draft options for the area.
"There will be further opportunities in coming months for the community to provide feedback on options as they are developed," Mr Antcliff said.
