The council's manager of assets management, Brandan Callander, said the plan would be formed through community consultation to help gain a better understanding of the issues and opportunities for the historic site.
"The Morisset Showground has been a much-loved facility since 1936," he said.
"The space hosts a diverse range of activities including the annual Morisset Show, equestrian events, dog shows, monthly markets and short-term camping and caravan stays.
"Input we receive will enhance the showground's features and inform new ways it can be used and enjoyed by the community."
The council manages the showground. In May 2019, the council was appointed Crown Land Manager of the Crown Reserve.
The adjoining community land, which contains a multipurpose centre and surrounding bushland forms the broader site and will be considered as part of the planning process.
Feedback can be provided online at shape.lakemac.com.au/morisset-showground. Visitors can complete a short survey and provide comments via an interactive map.
The council will also host drop-in sessions at Morisset Showground on Wednesday, October 14 between 4pm-7pm and Thursday, October 15 between 10am-12pm (noon) plus Morisset Library on Thursday, October 15 between 7am-9am.
Lake Macquarie Mayor Kay Fraser said feedback was essential to help inform the draft plans.
"This is a great opportunity to hear from the community and to build on the site's strengths including its history, location and unique role as the only showground in Lake Macquarie," Cr Fraser said.
Consultation for the master plan and plan of management is open until Monday, November 2.
