The 19-year-old Hughes is one of three new faces in the state's top side ahead of the 2019/20 WNCL season.
The teenage seamer is one of eight players under the age of 20 in a squad which includes fellow Western Zone products Lisa Griffith (Bathurst) and Phoebe Litchfield (Orange).
"This year's squad is one of immense talent, skill and flexibility," coach Dominic Thornely said.
"We have brought in Sammy-Jo Johnson to replace some of that experience and all-round talent, whilst Hannah Darlington's impressive season could not be over-looked and she has been rewarded.
"We also have included two exciting talents in Anika Learoyd and Emma Hughes to add to the endless list of talent our state is producing in this era."
Hughes has long been marked as a player of real potential and earned a contract with the Sydney Sixers for last year's Women's Big Bash but didn't get to play in a competitive match.
She also plays for Penrith in the premier Sydney competition.
NSW finished runners-up in last season's WNCL.
