Mayor Lisa Matthews announced the measures.
"To reduce the burden placed on local community groups and businesses through forced closures, I am pleased to announce council will be immediately initiating a suite of measures through Phase 1 of the Community and Business Support Package, up to June 30, 2020," Cr Matthews said.
"This is an extremely distressing time for business owners and community organisations impacted. We want to ensure we do not add to that stress.
"Where businesses impacted have paid for services up to June 30, 2020, council is proactively issuing refunds without the need to fill in forms or apply for credits."
Cr Matthews said stimulus packages and lockdown measures were changing rapidly, which was changing the way businesses were operating and getting access to funding daily.
"As the situation evolves, we can imagine the impacts will also increase and this is where additional measures may be proposed in Phase 2.
"We understand this will be different for each facility and business and we encourage you to hop online to read the detail of the different measures and then contact council to ascertain what is available for your specific circumstances.
"At this time it is important we look out for each other's mental health and wellbeing.
"I urge the community to stay up to date with the latest information from reliable sources such as the Department of Health and NSW Health website."
