Fire crews were called to a small grass fire at the intersection of Rutleys Road and the Pacific Highway at Doyalson about 8.30pm on Thursday.
"Once the fire was extinguished, a bottle with a wick implement protruding from it was located nearby," police said in a statement.
Tuggerah Lakes officers have begun making inquiries and are appealing for public help.
They are seeking dash-cam footage from anyone who was driving through the area around the time of the fire, and are specifically seeking a small blue sedan reported to be headed north toward Newcastle on the Pacific Highway at the time.
Thursday was a busy evening for firefighters in Lake Macquarie. At about 7pm, the NSW Rural Fire Service declared a fire burning at Belmont had reached emergency level and was threatening houses.
The fire was later downgraded to watch and act and as of Friday afternoon, was at advice level.
Anyone with information on the Doyalson incident is urged to call Crime Stoppers on 1800 333 000.
