Emergency services were called to a car park on the Pacific Highway, Charmhaven, at about 8.55pm on Wednesday.
Police have been told a 24-year-old learner-rider was leaving the car park when he lost control and fell from his motorcycle.
The man was taken to John Hunter Hospital in a critical condition; he's being transferred to Royal North Shore Hospital for further treatment.
Officers from Tuggerah Lakes Police District are urging any witnesses to contact police.
