The festival wasn't staged in 2018 and the event organisers, Rathnines Catalina Memorial Park Association, have been busy ensuring that the comeback festival is the biggest yet.
RCMPA president Bill Anderson said Felix's return was subject to maintenance and weather conditions, but was an exciting prospect.
The 2019 festival will have a stronger World War II and military theme than previous festivals, and that atmosphere will be enhanced by the music.
The 23-piece Royal Navy Band and the songs of Vera Lynn and The Andrews Sisters will be the soundtrack to this year's festival.
