Traffic lights at the intersection were installed and switched on before Christmas, but three months later there is still much to be done.
Roads and Maritime Services Hunter region director, Anna Zycki, said the lights were fast tracked "so motorists could experience the safety benefits sooner, while other work continued".
"Work completed to date includes utility relocations, road widening, retaining walls as well as the installation of stormwater drainage, street lights and traffic lights."
Work continues on road resurfacing, line marking, kerbing, a guard rail, completing a sandstone retaining wall, and power pole relocation, Ms Zycki said.
"This work is expected to be completed in the coming months, weather permitting."
