Westwood (56) and Ethan Urquart (21) combined for a 50-run partnership for the third wicket as Toronto reached 9-129 from their 20 overs.
Toronto was then disciplined with the ball, and in the field, and dismissed Merewether for 69 in the 18th over.
Andrew Somerville conceded just four runs off his three opening overs, while Matt Somerville (2-14 off 4) and Connor Lupton (2-24 off 4) took the wickets.
Westwood closed out the innings (3-5 off 2.1 overs).
At one point, Toronto took four wickets in four balls courtesy of two wickets to Westwood and two run outs.
In the Denis Broad T20 final, Toronto lost a close one to Waratah-Mayfield.
Waratah was dismissed for 104 with Ashley Weekes (3-7 off four overs) the pick of the attack.
Toronto finished at 8-95 off 20 overs in the tense run chase.
