Wests made 209, with Brendon Charlton claiming figures of 4-58 in his best return yet for Toronto.
The visitors reached 4-212 in reply.
Fenning (80 not out), Adrian Chad (44), Aaron Gray (28) and Griffin Lea (26 not out) were the pick of the visitors’ batsmen.
It was Fenning’s second consecutive unbeaten innings, and followed his 28 not out in the second innings against Stockton Northern Districts.
Toronto (35 points) now shares second spot on the ladder with University.
Toronto will host Wallsend at Ron Hill Oval in the Round 4 match starting this Saturday.
