Westwood claimed 4-24 from seven overs as Toronto restricted Waratah-Mayfield to a total of 9-176 from their 40 overs.
He then transferred that form and confidence into his batting, scoring 52 at No 3, as Toronto cruised to victory reaching 3-178 in the 32nd over.
The right-hander struck six fours and one six.
Jeremy Ford top scored for the home team with 57 at the top of the order.
Ford and Westwood combined in a second-wicket partnership of 81 after Corey Brown (9) was dismissed with the score on 33.
Adrian Chad and Ryan Fenning each finished unbeaten on 26. Chad also claimed 3-46
Toronto Workers will travel to take on first-round losers Cardiff-Boolaroo in another 40-over match this Saturday.
