Police will allege the two girls were participating in a school sport activity about 11am on The Esplanade, when a man allegedly called out to them.
He allegedly touched one of the girls on the arm, and attempted to pull the other girl into a nearby arcade.
One of the girls broke free, police said, and ran to alert a teacher who then contacted police.
Officers from Lake Macquarie Police District attended and arrested a 22-year-old man at a nearby hotel.
He was taken to Toronto Police Station where he was charged with two counts of common assault and tow counts of intimidation.
He was granted conditional bail and is due to appear in Toronto Local Court on Tuesday, May 1.
