The new dumping site is a short distance from one on Rutleys Road in Wyee, as reported by The Lakes Mail in May.
Council has since installed concrete blocks at the entrance to the Rutleys Road site to deter illegal dumpers.
A spokesperson said council was still investigating the Rutleys Road dumping ground and preferred not to disclose details of that investigation.
"Council wants to send a clear message that illegal rubbish dumping will not be tolerated and every effort will be made to catch offenders," they said.
Penalties for the illegal disposal of asbestos range from $1500 to $125,000 for an individual.
For a corporation, the penalties range from $5000 to $1 million.
This latest dumping again calls into question the fees charged to dispose of asbestos legally. In Lake Macquarie, it costs about $350 per tonne. Critics say the fees are too high and are a deterrent.
