A recent Aged Care Legislated Review, chaired by David Tune, examining the Living Longer Living Better aged care reforms gave a series of recommendations for the home care system.
The recommendations are designed to change the mix of packages, add flexibility to the aged care ratio of home care and residential care, and increase the collection of consumer contributions
As a result the federal government will provide:
- an extra 6000 high-need home care packages (Level 3 and 4) ;
- $20 million revamp of My Aged Care system to make it easier to navigate;
- 38 recommendations to government for further reform across both residential and community aged care
The Tune Review recommendations include:
- Increasing access to home care packages, especially higher level home care packages.
- Making the basic daily fee proportionate to the value of the level of home care package .
- Improving the capacity and user friendliness of the My Aged Care website, contact centre and assessment services; including the publishing of comparable home care service prices on My Aged Care.
- Consumer contributions for Commonwealth Home Support should be standardised based on an individual’s financial status and ability to pay.
- Improving the sustainability of aged care to meet future needs.
- Providing consumer support services such as “System Navigators” and “Outreach Services” to help people connect to the aged care they need.
A federal government report showed that as of 30 June 2017, more than 53,000 people were waiting for a home care package and another 35,000-plus were on a lower package than they had been approved to receive.
While there’s still some way to go, many have welcomed the Tune Review recommendations as moving in the right direction.
