About 50 tonnes of building and demolition waste were dumped inside the Hunter Economic Zone on Monday night.
Kurri cyclist Clyde Marshall, who came across the piles near a roundabout on Tuesday morning, was concerned the waste could have contained asbestos.
“There’s a lot of white stuff in it, it looks like asbestos to me,” Mr Marshall said.
Investigators from the Hunter/Central Coast Regional Illegal Dumping squad examined the scene and had sent off samples to be tested for asbestos. Squad spokesman Rob Robertson said those tests indicated the waste was asbestos-free.
He said investigations were continuing. The squad was following a number of leads both locally and in Sydney. Investigators were also looking into a “heavy vehicle of interest”.
“We have reason to believe it [the waste] originated in Sydney, but there are certainly local connections,” Rob Robertson said.
