It would not be possible to have a lifesaver on every outcrop of rock on the coast on the off chance that someone might go fishing. And even if you could, would the rock fishers take any notice of whether a lifesaver was on duty or not?
Many of them won’t even wear a lifejacket, regardless of how many times they are told. You can’t educate idiots.
Lots of people don’t swim between the flags on the beach, and there are not enough lifeguards to patrol all the beaches along the coast.
