The two shooters who killed 14 people and wounded 21 in San Bernardino, California, had amassed a huge arsenal, on themselves, in their vehicle and at their home before their deadly spree, police confirmed.
San Bernardino Police Chief Jarrod Burguan said Syed Rizwan Farook, 28, and his wife, Tashfeen Malik, 27, fired between 55 and 75 rounds from their rifles and were in possession of what appeared to be three pipe bombs combined into one, operated by a remote control at the Inland Regional Centre.
It is believed that the bomb malfunctioned.
They also dropped four high-capacity .223 calibre rifle magazines at the scene.
When their vehicle was stopped by police several hours later, they had "on their person and in the vehicle immediately available to them" about 1400 .223 calibre rounds, 200 .9 millimetre rounds, two .223 assault rifles and two 9 millimetre pistols.
In the exchange of gunfire, the shooters fired 76 rifle rounds. Police returned fire with a total of 380 rounds.
At the home in nearby Redlands which was leased to the couple, police found another 2000 .9 millimetre rounds, more than 2500 .223 rounds and several hundred long rifle rounds.
Police also found 12 pipe bombs, either in the house or in the garage attached to the house, hundreds of tools which "could be used to construct IEDs" and "other material, which could have been used to produce some additional bombs".
Mr Burguan confirmed Farook had bought the two handguns himself, and said "all four guns were legally purchased".
Asked whether the vast quantity of ammunition had been purchased legally, he said, "I don't think we have restrictions on the volume of ammunition."
An expert forensic team will, on Thursday (US time), stage a re-enactment at the site of the shooting attack, the Federal Bureau of Investigation (FBI) said.
It will also send evidence to its laboratories in Washington, DC, and analyse "thumb drives and computers" retrieved from the crime scenes in San Bernardino for clues.
The assistant director in charge of the FBI's Los Angeles field office, David Bowditch, said the agency was "continuing to collect evidence" and wanted "expeditious analysis of that evidence".
The digital media, in particular, was important, he said.
"We are trying to determine the motive," he said. "We do not yet know the motive. We hope that will assist us in obtaining some of that."
Speaking at a press conference in San Bernardino, Mr Bowditch would not be drawn on media claims that the attack was domestic terrorism or that the shooters had been "radicalised".
"It would be irresponsible and premature to call this terrorism; the FBI defines terrorism very specifically," Mr Bowditch said. "The purpose of the investigation is to determine the motive and the inspiration for the attack."
Mr Bowditch did say that the "amount of obvious preplanning, the amount of weapons and ammunition" was a significant indicator.
"There was obviously a mission here; we know that, we do not know why," he said.
"We don't know if [the Inland Regional Centre] was the intended target or something triggered him to do this immediately. It will take time to get that answer."
Mr Bowditch confirmed that Farook and his wife had travelled internationally, although he did not confirm whether, as media outlets have reported, that travel took them to Saudi Arabia.
"We are still working through that," he said. "There was some international travel. They came into the US in July of 2014; they have since had a baby together, he is a US citizen, she is here on a K-1 visa."
A K-1 visa is a non-immigrant US visa for a "fiance(e) ".
Malik would have been entitled to the visa by virtue of her engagement to a US national.
"I know he did go to Pakistan at some point, I know she is here on a K-1 visa on a Pakistani passport," Mr Bowditch added.
Mr Bowditch and Mr Burguan were speaking at a morning press conference in San Bernardino, held at the intersection of Waterman Avenue and Vanderbilt Way, which has become a makeshift media centre.
The conference was attended by Mr Bowditch, Mr Burguan, San Bernardino County Sheriff John McMahon and Third District Supervisor of San Bernardino County, James Ramos.
Mr Ramos confirmed the city would shut down all non-essential services for two days.
