On January 27, 2014, Mr Ham rescued four teenage boys from an inundated cave, after they became trapped by the rising tide and dangerous surf.
Mr Ham rode a jet ski through rough seas in a narrow bay to retrieve two of the boys, he then took the ski into the bay again to rescue the remaining two.
"It was a very dangerous situation for the swimmers who were caught in the cave and I believe the actions of our professional lifeguards saved four lives that day," council's leisure services manager, Brad Sutton, said.
