Submissions are invited by the Independent Pricing and Regulatory Tribunal (IPART) on the state government's Fit for the Future program of local government reform.
Lake Macquarie mayor Jodie Harrison said the council believed it met the requirements for a sustainable and efficient council and should stand alone.
"Council is performing strongly and is well placed to provide good-quality daily services that our 202,000 residents expect and rely on," she said.
In a survey 87 per cent of respondents wanted Lake Macquarie City Council to stand alone, she said.
