Cr Harrison was last week given shadow portfolios for the Hunter, women, prevention of domestic violence and sexual assault, and early childhood education.
She said she didn't want to force another $800,000 byelection on ratepayers. She would instead remain in the mayoral chair until the local government election on September 10, 2016.
"I'm going to be busy but I'll be focused on my priorities," she said.
