The Power were seemingly cruising to an outright win after rolling Terrigal for just 93 in the first innings, and responding with 186.
But the home team made 179 the second time around, despite an exceptional 7-37 by left-arm spinner Chris Archer.
Set just 87 to win, the Power limped to 86 when top scorer Christian O'Beirne (31) was last man out.
Power secured 8 of a possible 10 competition points from the match.
But the tie has cost them fourth spot on the ladder.
Lisarow (26 points) is in fourth position, and leads Northern Power (26) on percentages.
Northern Power travel to take on second-placed Kincumber (44) this Saturday.
