It will be one of nine such centres set up in NSW by Community Services.
Funded by the Australian government as part of the Indigenous Early Childhood Development National Partnership, the $6.5 million project is fully approved and the $2.5 million tender for construction is expected to be finalised within weeks.
Completion is targeted for July next year.
ACFC chairperson Glen Boyd said the project was timely and exciting.
"We have around 7000 Aboriginals in the area and this centre will be a major help to those families in providing childcare, medical assistance, a community centre and child play areas, plus a whole range of parenting programs," Mr Boyd said.
"But this grand new facility won't be just for Aboriginals. Everybody will be welcome here.
"The Department of Housing has provided us with a site which was originally five adjacent homes, and while the centre will be professionally managed for the first year or two the intention is to train our own people," he said.
A spokesperson for NSW Family and Community Services said establishment of the Toronto Child and Family Centre was guided by an active Local Reference Group comprising local elders, community members, representatives from community service organisations, and all three tiers of government.
The 400-square-metre facility will be built on a 3700-square-metre site at the corner of Shelley and Beckley streets.
"Awabakal Co-operative has been selected to deliver the early learning and childcare component," the spokesperson said.
