Denise Thornton was walking her dog, Miley, with her two children, aged 6 and 7, along the water opposite Wangi Point Lakeside Holiday Park about 5pm on Sunday.
Ms Thornton said a dog off its leash came "bounding out of nowhere" and started mauling Miley.
A second dog then joined the first one in the attack.
"I picked Miley up and ran away with the kids, and the dogs were still trying to get [Miley] even though she was in my arms," Ms Thornton said.
"It was one of the worst experiences in my life - the dogs were covered in blood, salivating at the mouth and jumping up at me."
Ms Thornton said her biggest concern was for the safety of her children.
She feared the dogs might turn on them next.
Miley, whom she had adopted from a pound just four weeks ago, was injured so badly in the attack she had to be put down.
The dogs involved were white/cream bull mastiff types with black faces.
A council spokesperson said rangers patrolled the area looking for the dogs.
Surrounding residents have been interviewed.
"Council treats all reports of dog attacks or potentially dangerous dogs seriously, regularly prosecutes owners of dogs that attack, and issues dangerous dog declarations to those owners, as required," the spokesperson said.
"Community safety is council's first priority in reports of dog attacks or concerns over dangerous dogs."
