There will be a community workshop tonight at the Morisset Multipurpose Centre from 6.30pm to 9pm.
The new building will include a library of about 1300 square metres in addition to a new community space of 1300 square metres.
Retail and commercial space also feature in the designs.
The council's manager of cultural service, Narelle Reichert, said community feedback will be considered when planning for the detailed design of the facility gets under way.
"We are currently seeking input from the community about what they see as the important functions of a new facility," Ms Reichert said.
■ Residents can also have their say at community drop-in sessions at Morisset Square this Saturday (September 13) between 9am and noon, and next Tuesday (September 16) between 3pm and 6pm.
