It was Wyong's third win in six outings, and puts them in eighth position on the ladder.
It was also an admirable turnaround for the Roos, who were outclassed 34-6 by North Sydney in the opening round.
Wyong football manager Matt Lavin said the central trio of hooker Mitch Williams, halfback Darren Nicholls and five-eighth Todd Lewis orchestrated the Wyong attack.
But it was the prop pairing of Mark O'Meley and Magnus Stromquist who were "relentless both with and without the ball".
Wyong led 12-6 at half-time and withstood a late Bears fightback to secure the win.
The Bears line-up included dual international Lote Tuqiri, as well as NRL regulars Ben Lowe and Beau Champion. But they were overshadowed by their Wyong counterparts.
Norths made a horror start when Tuquri kicked out on the full from the kick-off. Wyong went onto the attack deep in the Bears' quarter and Williams produced one of his pet plays, a sneaky grubber into the in-goal area.
"Half Darren Nicholls anticipated the play and sprinted through and touched down before the North Sydney defence had time to realise what happened," a pleased Lavin said.
The Roos have now beaten Penrith, Canterbury and North Sydney, and were unlucky to lose to a dubious penalty goal after the full-time siren last week against Wentworthville.
■ This Sunday, Wyong will take on Newcastle Knights at No 2 Sportsground from 3pm.
