O'Meley, 32, played two seasons with Wyong as a junior, and returns to the Roos from Hull FC in the Super League competition.
The experienced prop joined Hull FC in 2010, and last season played 27 matches for the club.
O'Meley played 15 Tests for Australia and 10 State of Origin matches for the Blues.
The Roos are looking to O'Meley to mentor the younger forwards and add some steel to their on-field performances.
Coach Rip Taylor is excited by the high-profile addition to his squad.
"It is great to see a bloke of his standing jump on board and help teach these boys what it is all about," Taylor said.
O'Meley debuted with North Sydney as a teenager in the Bears' final NRL season, then appeared for the Northern Eagles after the Bears' amalgamation with Manly.
He joined the Bulldogs in 2002, and in 2004 was a member of the formidable Bulldogs pack, including Sonny Bill Williams and Willie Mason, which won the NRL premiership.
After 110 appearances for the Bulldogs, O'Meley transferred to the Sydney Roosters, playing a further 35 top-flight matches in 2008 and 2009.
